Default Testicular discomfort

i have had this discomfort feeling in both of my testicles for the last 2-3 years .
i have been to a urologist and had 2 ultra sounds done with nothing found. i have also had a
cat scan done with nothing found also . the cat scan was of the pelvic area/abdominal area. it was with contrast and without. Usually the discomfort is in the right one and it seems like i can control the movement of my testicles, however when i describe this to my urologist he says that there's no way someone can do that. when i say i can control the movement i mean i can make the right one move up and down. the right one hangs higher then the left one lately. the urologist i been seeing explains that its normal for the testicles to move and i know that but mine goes up and down quickly not slowly like normal movement should be. it feels like if i have hit myself in the testicles but like 1/8th of the pain to describe the discomfort. It comes and goes in terms of how discomforting it is mostly more so at night and when i wake up in the morning it isn't too noticeable. I was diagnosed with a UTI a while back and was given levaquin for about 10 days and when i came back to have a urine sample taken there was no trace of this UTI. however the antibiotic he had prescribed wasn't even noted to be sensitive to whatever UTI i had. So this makes no sense to me. i also have this pain in my right arm ever since i had the CAT scan and took that antibiotic it feels like a nerve is pinched. i still have no idea why my testicles have this discomforting feeling like they do and move so quickly and why am i able to move the right one up and down.
