Default Tapeworm?

In late July or early August, I started experiencing some mild to moderate anal itching. I also noticed some small white things that looked like sesame seeds when I wiped. The symptoms seemed to go away in mid-September, however recently they have come back. It was really bad for about a week, and is starting to go away again, seemingly. However I noticed that the sesame seed like structure was back, as well as these fleshy little bumps that look almost like a piece of plastic bag or something kind of squished together, only organic. They don't appear to be moving however. Could this be some kind of gastrointestinal worm, like a tapeworm?

Yes it could be tapeworm-the eggs usually look like small grains of white rice.
with the anal itching it is probably pinworms I would go to the pharmmacy and purchase reese's pin-x or another brand of pyrantel pamoate and administer according to package directions. If you want some interesting reading regarding parasites go to the cdc web site and you will be amazed!
